“Our Story, &
Our Journey”
Quarser was formed to respond to a variety of complex emerging global challenges across the energy sector. We employ innovative technologies to provide solutions in key areas of focus. Having started as a small local consulting firm, we opened our advisory services to the greater the East African Community and later, to the African Continent at large.
Notably, we also provide capacity building in strategic planning, drafting capacity building programs and training of trainers in the energy utilties, government, public sector and the financial sectors among others.

Francisca Kusi-Appiah is a senior lecturer and vice dean of the University of Professional Studies, Accra (UPSA) Law School. Previously, she was the research officer and acting Head of the Public Law Department. She is also the coordinator for an educational collaboration between the University of California College of Law, San Francisco and the UPSA Law School. She is the supervising manager for the UPSA Law School Legal Clinic. Francisca is the team leader of the UPSA Law School for the Climate Transition Series at the Centre for Climate Change Law and Policy (CCLAP), Accra. Presently, she is also a visiting Energy Justice Researcher of the Université de Pau et des Pays de l’Adour (UPPA) France. She has been an ardent advocate for the passage of the competition and consumer protection bills in Ghana.
Prof. Fatima Bello Esq.
Global Advisor - Nigeria
Fatima Bello is an Associate professor at the Nigeria Institute of Advanced Legal Studies, and a partner at TriNasr Solicitors and Advocates in Abuja, Nigeria. She has a PhD in International Investment Law and Arbitration from the University of Dundee, Scotland, United Kingdom, in which she specialises in quantification and valuation of damages. She also holds an LLM in Energy Law and Policy from the same university, thereby specialising in energy and investment.
She is also the Head, Centre for trade, Regional Integration Law and Practice at the Directorate of Continuing Legal Education, Consultancy and Centre for trade, Regional Integration Law and Practice (CLECTREILP). Associate Professor Fatima is currently on national assignment representing the centre at the National Action Committee on the African Continental Free Trade Area Secretariat (NAC-AfCFTA) where she is the deputy lead for trade enablement, and heads Policies, Regulations and Laws (PR&L) implementation, and is the Deputy Team Lead for Trade Enablement Unit.
